Internews Europe is an international media development organisation whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect, and the means to make their voices heard.

 The Web Application Engineer is responsible for the implementation of ICT components of Internews Europe’s existing programmes and projects under the supervision of Internews Europe’s Head of Innovation and Technology and Project Directors. This will include a hands-on development and integration role, responsibility and management of outsourced components as well as software architecture and design and participation in the innovation efforts of Internews Europe.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 Under the supervision of the Head of Innovation and Technology and the Project Directors, the Web Application Engineer contributes to the following tasks:

•  Design, development, testing and improvement of web applications

-Design phase, RFQs/RFPs & terms of reference writing
-Development and/or improvement of the web-based platforms and applications supported by Internews Europe: core features, plug-ins/widgets – including testing before delivery
-Management of external services providers and contractors when development tasks are outsourced
-Acceptance testing on projects delivered by third parties
-On-time & on-budget delivery
-System Administration tasks in the development phase (domain names, servers purchases, etc…)

• Support of ICT related activities in liaison with project teams

-Technical Support & liaison with technical support providers
-Liaison with system administration and web application maintenance services providers
-Participation in documentation writing & review
-Participation in the elaboration of training material / manuals / e-learning curriculum
-Training

• Innovation & technology

-Performs technical watch, research and development (defined on ad hoc basis) on following topics: Social media, Web applications, application frameworks

• Attendance in partners meetings as required

• Contribute to narrative reports

QUALIFICATIONS

• English fluency and mastery of another language
• 8+ year experience + strong methodology
• Willingness to travel
• Ability to work in team, to plan for flexibility at a program design level, and to handle change is essential
• Ability to explain complex technical subjects in lay language to less technically-experienced persons; excellent oral and written communication skills
• Mastering of:

-Web technologies such as: PHP/MySQL, HTML5/CSS, Javascript and XML, Flash
-CMSs (Drupal, Wordpress, SPIP,…)
-Web Application Frameworks (Drupal, Django, RoR, Node,js)
-Open sources technologies at large
-System and network administration of Linux based infrastructure (including familiarity with at least one scripting language)
-Mobile internet issues, Security issues, encryption
-Development Operations (JIRA, Jenkins, CI,…)

• Solid understanding of current web landscape such as:

-Web 2.0/Social Web
-Search Engine Optimization
-Online Marketing (Google adwords, Facebook Ads)
-APIs of Google Maps/Earth, Flickr, Twitter, Facebook

• Experience with technical project management including management of partially outsourced projects and use of agile methodologies.
• Ability to contribute to M&E activities, including impact assessment, is desirable 
• Experience working in international development and/or experience with developing world information environments, including technical, political and social factors is desirable, although not essential
• Experience as a hands-on technical trainer, including in developing countries, desirable but not essential
• Ability to spot trends in the development of new technologies and identify opportunities for the integration of existing technologies to address new challenges
